NTSC TSID & DTV
Closed Captioning Summary
On
9/7/04, the FCC issued a new Report & Order that requires
all broadcasters to send PSIP in their digital television
broadcast, effective 120 days after publication in the
Federal Register (estimated deadline: February 1, 2005).
The R&O adopts the ATSC A/65 PSIP standard in its entirety,
with no exceptions.
• Broadcasters must transmit
all tables required by ATSC A/65:
MGT, TVCT, EIT 0-3, STT, RRT (except region 1)
• The required tables and
descriptors should be populated with proper and correct
information:
At least 12 hours of EITs with correct schedule information.
STT with time accurate to 1 second.
• The major channel rules
from ATSC A/65 must be followed:
For most broadcasters, the DTV major channel = NTSC RF channel.
• Correct TSID must be
present in DTV stream:
If EITs refer to NTSC channel, then NTSC must carry correct
TSID in line 21.
• Closed captioning must
include both 608 and 708 captions:
Correct caption_service descriptor necessary to allow end-end
captioning.
Caption_service descriptor must be placed in both EIT and PMT.
count toward the quarterly captioning quota.
• V-Chip functionality
is required in receivers.
• DTV on-air identification:
On-air channel number identification must match PSIP.
Shorter time frame for compliance - 30 days from publication in Federal Register.
