FCC Report & Order Overview

On 9/7/04, the FCC issued a new Report & Order that requires all broadcasters to send PSIP in their digital television broadcast, effective 120 days after publication in the Federal Register (estimated deadline: February 1, 2005). The R&O adopts the ATSC A/65 PSIP standard in its entirety, with no exceptions.

Static PSIP systems will not comply with the FCC mandate, due to the changing nature of the parameters that must be signaled. To comply with the FCC regulations, stations must implement dynamic PSIP (i.e. PSIP that changes to reflect changing configuration and actual schedule). Further, the dynamic information present in the broadcast PSIP needs to be accurate and up-to-date.

In addition, if EITs (program information) refer to the NTSC channel, then your NTSC transmission must carry the correct TSID in line 21 of the VBI.  If you have an Evertz closed caption generator, you may already have the hardware to do this with.

The FCC also clarified the DTV closed captioning rules.  In order for a program to count toward the quarterly captioning quota, a broadcaster must send out both CEA-708 and encapsulated CEA-608 captions.

VTI has teamed up with several manufacturers including, Triveni Digital, Tandberg TV, Logic Innovations, Evertz and Leitch to put cost effective packages together to allow for easy implementation of the latest FCC mandate.

Triveni Digital in particular has put together some aggressive pricing to help broadcasters meet the FCC deadline.  As an incentive to broadcasters, and also to keep everyone from ordering their system the week before the deadline, Triveni is offering the deepest discounts in October and somewhat less in November and a little less in December.

There are several ways to deploy your PSIP data:

·         In its simplest form you have the PSIP generator output an ASI stream and combine with the local ATSC encoder.

·         If you are Centralcasting, you can have several ASI outputs, one for each stations transport stream.

·         There also is the ability to output the PSIP via IP.  This can be done locally, but it also opens up an opportunity to centralize your PSIP generator and feed several locations via a network connection from the one system.

Triveni Digital is the premier supplier of PSIP Generation and Stream Monitoring and Analysis systems, with our products deployed in over 700 stations today. Their systems meet and exceed the requirements of the FCC R&O and integrate with the widest array of encoders and multiplexers in the industry including Harris, Harmonic, Logic Innovations, Tandberg, Thales, and Tiernan/RadyneComstream among others.
